Why we ask about gross vs net. Most comparison tables quietly treat every threshold as the same kind of number. They aren't. Greece, Croatia and Cyprus set their bar in net income — Cyprus spells out "after the deduction of contributions and taxes" — while Spain, Portugal, Estonia and Malta work from gross figures. A €3,500 gross salary does not clear a €3,500 net requirement. We flag which is which on every row below.
